PROBLEM TO BE SOLVED: To provide a coating agent having a low refractive index, and a reflection preventive film which has abrasion resistance and contains a layer having a low refractive index for preventing the film from being stained by a fingerprint for example. SOLUTION: The coating agent having a low refractive index and the reflection preventive film containing a layer having a low refractive index comprises hollow silica particles having an average particle size of 0.5-200 nm and a refractive index of 1.44-1.34 which is added in a copolymer comprising Si(OR)4 and R'm Si(OR)4-m or a copolymer matrix further comprising R"n Si(OR)4-n (wherein R is an alkyl group; R' is a fluorine-containing substituent group; R" is a substituent group having a vinyl group or at least one functional group of an amino group, an epoxy group, a chloro group, a methacryloxy group, an acryloxy group and an isocyanato group; and m and n are each a substitution number), wherein the copolymer is a composition of any of an organic silicon compound or its copolymer.
