PURPOSE: A heating pad and a fabricating method thereof are provided to reduce the number of fabricating processes by standardizing a size of a heating pad and inserting the heating pad into the inside of an electric mat or a cushion. CONSTITUTION: A base member(2) has predetermined thickness and predetermined width. A cushion member(3) of the predetermined thickness is formed on an upper face of the base member(2). A heating line(4), a thermal sensor(5), a bimetal(6), and a connector(7) are formed among the cushion member(3), the base member(2), and the cushion member(3). The first insertion groove of a zigzag shape is formed on an upper face of the base member(2). The second and the third insertion grooves are formed between the first insertion grooves of the base member(2). A loading groove is formed on the base member(2). The thermal sensor(5) is inserted into the second insertion groove. The bimetal(6) is inserted into the third insertion groove. The connector(7) is connected to an end portion of the heating line(4). A connection terminal(12) is fixed to a bracket(13).
