PROBLEM TO BE SOLVED: To omit the initial motion when starting an operation with respect to at least one of a plurality of wind-direction plates provided, and to reduce the power consumption for motions and control software the time until wind blows after the start of an operating motion when starting the operation, and the time until entire motions of a plurality of wind-direction plates are completed after the start of a shutdown motion when shutting down the operation. SOLUTION: One wind-direction plate that does not externally appear among a plurality of wind-direction plates provided is made roughly perpendicular to the wind-direction plates that externally appear at the time of the shutdown, and it is arranged at a necessary location under an objective operation condition.
