PROBLEM TO BE SOLVED: To provide an opening device for a window, etc., which is improved in durability of a biasing means for energizing and holding a ratchet claw, and can quietly close an upward opening window or an upward opening cover. SOLUTION: The opening device for the window, etc., is formed of an outer cylinder 1, an insertion member 2, ratchet teeth 3, a ratchet claw 4, the biasing means 5, a first cam 6, and a second cam 7. The biasing means 5 is formed of a steel ball 28 for abutting on the ratchet claw 4, and a helical compression spring 29 for energizing the steel ball 28 toward a side surface of the ratchet claw 4. The opening device is comprised of a braking portion 41 which applies a braking force to the insertion member 2 to decelerate the same when the insertion member 2 is slid in a direction that houses the insertion member 2 in the outer cylinder 1.
