The switching level is selected by an LRI function (56) forming a portion of a transmitting station (14), such as a base transceiver station (14) operable in a cellular communication system (10). The switching threshold level is utilized in the selection by an adaptive modulator (54) of a modulation parameter by which data transmitted by the transmitting station (14) is encoded or modulated.
