PURPOSE: An emulsion cosmetic composition containing a specified content of ethyl cellulose, phenyl methicone and polyhydric alcohol is provided which is transparent and has specific external appearance because liquid crystal formed in sulfide can scatter light. CONSTITUTION: This emulsion cosmetic composition contains 0.1 to 10% by weight of ethyl cellulose, 10 to 30% by weight of phenyl methicone, 1.0 to 90.0% by weight of polyhydric alcohol and 1 to 10% by weight of C12-15 alkyl benzoate, based on the total weight of the composition. For example, 10.0% by weight of ethyl cellulose, 10.0% by weight of phenyl methicone, 5.0% by weight of C12-15 alkyl benzoate, 0.5% by weight of sorbitan sesquiolate, 1.0% by weight of capric/caprylic triglyceride, 7.0% by weight of polyglyceryl-2-triisostearate, 10.0% by weight of diisosteryl malate, 10.0% by weight of sorbitol and 53.5% by weight of glycerin can be contained.
