PURPOSE: A system for storing and transmitting an electrophotograph developing agent is provided to prevent the problems generated by the use of a liquid developing agent and form high quality images on various substrates. CONSTITUTION: A system for storing and transmitting an electrophotograph developing agent includes a conductive substrate(101) with first and second surfaces, a plurality of scattered conductive heating element(102) stacked on the first surface and a phase transition developing agent(104) of which a melting point is 22°C or higher, wherein the phase transition developing agent is existing on the uppermost surface of at least the respective conductive heating element except a minor portion on the surface.
