PROBLEM TO BE SOLVED: To obtain a phase detecting circuit which can achieve accurate phase detection. SOLUTION: This receiver is equipped with a quadrant decision part 101 which decides the quadrant of a received signal from a received base-band signal, a rotational projection part 102 which rotates the received signal according to a specific rule and projects the rotated signal on a straight line crossing the straight line bisecting the decided quadrant at the origin at right angles, an integrator 103 which integrates the projected signal, a 1-bit quantizer 104 which decides and quantizes the sign of the integration result, a delay circuit 105 which delays the quantized signal by a specific time, an adder 1 which adds the decision result and quantized signal modulo 2πand a low-pass filter 2 which latches the phase value after the addition in order by an internal shift register, converts the phase value into a prescribed specific value when a phase value crossing 2πis present among all data in the shift register, and then performs the mean operation of the phase value.
