PROBLEM TO BE SOLVED: To enhance the use frequency of an ionospheric delay amount which uses vertical delay data provided by an SBAS. SOLUTION: Vertical delay data is supplemented by an IGP vertical delay estimation part 32 for an IGP which is considered by an IGP mask as unable to utilize vertical delay data. An IGP selection part 18A includes not only 5 deg.×5 deg. or 10 deg.×10 deg. quadrilaterals and triangles, but also 5 deg.×10 deg. or 10 deg.×5 deg. quadrilaterals, triangles and 5 deg. or 10 deg. segments as selection objects. When the vertical delay data is to be supplemented and the IGP is to be selected, any of a plurality of combinations of IGPs is selected and used on the basis of a GIVEI.
