PROBLEM TO BE SOLVED: To reduce a halt time in bill stack processing when nearly simultaneously executing seal processing to bills stacked in one stack part and the other stack part. SOLUTION: This bill processor has backups on which the stacked bills of the two stack parts are placed, while stacked bills on the backups are transferred to one carrier and are fed to a single seal mechanism. The bill processor has a temporary hold mechanism receiving and holding the stacked bills from the backup in use of the carrier, and a delivery mechanism delivering the stacked bills of the temporary hold mechanism to the carrier. When the carrier becomes usable, the stacked bills are transferred to the carrier.
