PROBLEM TO BE SOLVED: To provide a heat-insulating material being made of inorganic fibers and being capable of being used as one side frame of forms in case of concrete placing while having impact-resistant strength capable of being used as an outside insulation wall body and heat-insulating properties capable of satisfying legal heat-insulating properties in a cold district. SOLUTION: A surface material is fixed onto one surface of the internal and external surfaces of a heat-insulating layer in which impact-resistant strength is increased by compressing parallel layers composed of inorganic fibers, and the other surface is formed in a bonding surface having adhesive properties and waterproofness or water repellency to a placed concrete layer.
