PROBLEM TO BE SOLVED: To provide a translucent sound insulation board having a transmittancy, see-through property, sound absorptivity, and sound insulation property. SOLUTION: A translucent sound absorbing material 1 and a translucent sound insulating member 2 are assembled with each other and disposed in a frame 4 apart a space 3 from each other. The translucent sound absorbing material 1 is disposed on a sound source side, its periphery is fixed to the frame material 4 together with the translucent sound insulating member 3 apart through the space, and an internal sound absorbing material 5 is disposed in the translucent soundproof plate 01.
