PROBLEM TO BE SOLVED: To provide a mobile communication system and a mobile communication method by which the state of a called side is judged by a caller side without suppressing functions of the called side. SOLUTION: The system is provided with a mobile communication terminal provided with a user status generating means for generating user status information consisting of an incoming call condition of the user who uses the terminal, a caller station for specifying the position of the terminal, a user status accumulating means for accumulating the time-variable user information of the terminal on the basis of the position information and the user status information, and a user status information notifying means for transmitting the user status information of the terminal to the terminal on the basis of authentification information obtained from a communication terminal which calls the terminal. Also, the system consists of an exchange connected to a base station and a pubic communication line.
