PROBLEM TO BE SOLVED: To carry out stable steam supply even at an output fluctuation of exhaust heat generation equipment (incinerator). SOLUTION: A pre-pressure control small turbine 3 is arranged on a system branching with respect to a steam system supplied from an exhaust heat recovery boilers 2 and 5, and microseism of output steam amounts of the exhaust heat recovery boilers due to a difference in a content of a waste combustion matter is conversed to an electric power thereby making stable the output steam amounts from the exhaust heat recovery boilers 2 and 5. Further, a condensing turbine 6 in which two systems of the exhaust recovery boilers 2 and 5 are as steam supply source is arranged, the output steam amounts of the exhaust heat recovery boilers 2 and 5 are predicted by measuring an exhaust amount of the waste combustion matter, a steam supply amount of the condensing turbine 6 is increased or decreased, and fluctuation of the exhaust amount of the waste combustion matter is converted into the electric power thereby making a steam amount stable.
