PROBLEM TO BE SOLVED: To enhance reliability for a transmission function of an electronic mail. SOLUTION: A monitor abnormality processing means 35-2 of a communication device 3-2 monitors an operation condition of a monitor 3-1, and transmits the electronic mail for notifying generation of an alarm to a prescribed client device 5 via an electronic mail transmitting means 36-2, when abnormality is generated in the monitor 3-1. The monitor abnormality processing means 35-2 transmits the electronic mail for notifying restoration of the alarm to the client device 5 when the abnormality is restored in the monitor 3-1.
