PROBLEM TO BE SOLVED: To surely manage the supply of a yarn at a fixed weight ratio to the weight of sand for more construction accuracy in a soil reinforcing technique with continuous fibers for delivering the yarn of continuous fibers from a bobbin stored in a yarn supply device and ejecting the delivered yarn from the nozzle of an ejector utilizing high pressure water or compressed air while pneumatically carrying sediment to the ejection ends of the fibers for direct ejection and mixture with the yarn. SOLUTION: A load cell 34 is provided in the yarn supply device 1 and connected to a fiber managing device 18 as measurement equipment and a numerical value for the supply amount of the yarn 2 in the fiber managing device is displayed and managed corresponding to the discharge amount of sediment.
