SOLUTION: A seal member 1 acting like postage stamps has 1st areas 2 on which a prescribed pickup image 3 is formed and 2nd areas 4 on which contents with respect to a monetary amount such as a stated value providing a prescribed function to a prescribed agency or organization are described. Special processing is applied to the 2nd areas 4 so as to cause difficulty to forgery or copying.
