PROBLEM TO BE SOLVED: To enable thinned rough contents to be confirmed by recording time lapse images from a camera and an average image which includes thinned frames. SOLUTION: A monitoring image recorder inputs an image of a frame (1) from the camera to a mean image generator 3, multiplies the image by the reciprocal of the number of (frames + 1) to be thinned by time lapse recording by a multiplier 5, writes and reads the image in a frame memory 8 via an adder 8 and a SW 7, feeds back the image to the adder, adds the image to next frame (2), writes the image in the frame memory, repeats these steps, generates a mean image which includes the thinned frames, outputs the image to a second recorder 4, and may simultaneously record image at time lapse recording by a first recorder 2.
