<p>PROBLEM TO BE SOLVED: To provide an image decoder, capable of reducing the information amount of image compression encoded data to be recorded in a recording medium, without using an image encoder. SOLUTION: The image decoder comprises a data reducing means 111 for executing a data-reducing process for the image compression encoded data, a motion vector decoding means 112 for comparing the motion vector of the encoded data with a threshold, when the threshold is input to the motion vector which represents the motion between image frames within a predetermined time, to output a recording control signal 117 based on the compared result, and a recording control means 118 for controlling recording of the encoded data, in the recording medium 129 in accordance with the recording control signal 103 or 117.</p> |
