SOLUTION: A setting file 3a is transmitted from a server computer 3 to a client computer 5. The setting file 3a is transferred to a environmental information acquiring means 5d. Then, environmental information according to a type of a program module 4a is acquired by the environmental information acquiring means 5d. The permission of the installation of the program module 4a is judged based on the environmental information and the setting file 3a by a deciding means 5e. And only when the installation is permitted, the program module 4a is acquired by a module acquiring means 5f and the program module 4a is installed by an installing means 5g.
