PROBLEM TO BE SOLVED: To provide magnetite-iron composite powder which has high dehalogenation capacity from an organic halogen compound, and further has excellent magnetic properties in a high frequency zone, a production method therefor, a method for cleaning contaminated soil or the like by using the composite powder, and a wave absorber. SOLUTION: The magnetite-iron composite powder contains magnetite in which the intensity ratio of X-ray diffraction toα-Fe is 0.001 to 50, and in which the average primary grain size is 0.1 to 10μm (inclusive of the ones in which nonferrous inorganic compound fine powder is stuck to the surface of the composite powder, or composite powder is stuck to the surface of the fine powder of a nonferrous inorganic compound). In the production method for the composite power, hematite is reduced in the presence or nonpresence of nonferrous inorganic compound powder, and is, if required, further oxidized. The cleaning method for contaminated soil, water and gas is performed by bringing the composite powder into contact with them. Further, the wave absorber is obtained by molding the composite powder with a resin or the like.
