PROBLEM TO BE SOLVED: To suppress temperature rise at the time of changeover from a first tap to a second tap to contrive miniaturization of an on-load tap changer. SOLUTION: In an on-load tap changer, a second tap is operated next to a first tap 13 insulated with insulating gas and now on operation at a transformer winding 12. Then, the second tap 14 is selected from the tap 13 to connect it on the winding 12 in the middle of a commutation from the tap 13 to the tap 14, a tap short current is limited to a value lower than prescribed by the reactor of a current limiting element 20, and a load current is made to commutate from the tap 13 to the tap 14 by vacuum switches 21 and 22.
