PROBLEM TO BE SOLVED: To make a heat-insulating layer material, which is used for a construction method for an air passage for outside insulation of a roof, mainly, of a wooden building, manufactured of a lightweight noncombustible material also useful for prevention against fires in the building. SOLUTION: A jointless noncombustible heat-insulating layer is manufactured by a wet process wherein quick-drying cement and an admixture are adequately mixed in a dry manner, kneaded together with added water at a building site and directly applied to a sheathing roof board by using obsidian perlite, which is the noncombustible material excellent in heat insulation, as a principal member.
