PROBLEM TO BE SOLVED: To provide a thermosetting powder coating composition excellent in finished appearance and coating film properties. SOLUTION: This thermosetting powder coating composition essentially comprises (A) an epoxy resin having a glass transposition temperature of 40-80 deg.C and a number average mol.wt. of 1,000-10,000, (B) a carboxylated vinyl resin curative having a glass transition temperature of 40-80 deg.C and a number average mol.wt. of 1,000-10,000, and (C) a crystalline coated-surface-smoothening agent. A method for forming a coating film for an automobile is provided, which comprises the step of forming a thermosetting aqueous colored base coat on the surface of an object for an automobile, the step of electrostatically coating thus formed thermosetting aqueous base coat in the uncured state with the thermosetting powder coating composition which is prepared so as not to substantially contain a colorant and so as to be clear, and the step of simultaneously heat-curing the coating film comprising the thermosetting aqueous colored base coat and the coating film comprising the thermosetting clear powder coating composition.
