PROBLEM TO BE SOLVED: To allow a user to grasp his balance of payment in real time by providing services for managing the user's balance information on-line and in a comprehensive way. SOLUTION: This system is provided with a balance information input means 12 for inputting the initially registered user's balance information via a network 3 to an information provider server 1 from a user terminal 2 or a distribution service provider system 4 or a public service provider system 5; an electronic petty cashbook database 10 for storing and accumulating the balance information input, and an electronic petty cashbook creating and output means 13 for editing and outputting the user's balance in a format that enables it to be browsed by the Web browser 21 of the user terminal 2, upon a request from the user terminal 2.
