PROBLEM TO BE SOLVED: To surely and centralizingly conduct environment control such as an electric power source and a temperature a rack by a rack, and security management. SOLUTION: In a data center provided with the plurality of racks of which the each stores a sever connected to a network and locks it to be controlled, the each rack R is arranged with a control monitoring device C comprising a lock control means for detecting and controlling lock and lock release of a rack door, a temperature control means having a temperature sensor for detecting and controlling the temperature in an inside of the rack and a fan member, an electric power source control means for controlling the power source inside the rack, and an alraming means for notifying abnormality, and a controller P is provided to connect the plural control monitoring devices and to monitor them centralizingly.
