PROBLEM TO BE SOLVED: To provide an inter-working/inter-operability apparatus (IIF) 368 that is used when a GPRS wireless system 350 is connected to a second wireless system 352 belonging to a different technology family. SOLUTION: The IIF 368 comprises a GPRS HLR emulation component 382 connected to the GPRS wireless system 350, an MSC/VLR emulation component 386 connected to the second wireless system 352, and a message translation component for translating a message that is received by one of the emulation components into a form that is compatible with the other. In one embodiment, the IIF 368 further has an SMS-SC component 384 that reproduces the interface operation of the short message service(SMS) service center in the GPRS system and is connected to the GPRS HLR emulation component 382.
