PURPOSE: A device and method for downloading a language translating program is provided to download an upgraded language translation program on the Internet after buying a compact disc including a language translation program and storing the program in a hard disk of a PC. CONSTITUTION: The first personal communication units(100) output upgrade information in real time for upgrading a language translation program by an operation of a programmer. The second personal communication units(200) read a genuine product of a language translation program stored in a compact disc, store the program initially, and output corresponding downloading data for downloading language translation program information upgraded by an operation of an Internet user in the initial language translation program and using the information. A language translation program supplying server(300) receives the upgrade information output in the first personal communication unit(100) in real time and stores the information, and receives downloading data output in the second personal communication unit(200) and outputs a pre-stored upgraded language translation program to the second personal communication unit(200).
