PROBLEM TO BE SOLVED: To obtain a material for preventing peeling, with which the peeling of a concrete structure, mainly at a part covering a reinforcing steel can be prevented, and the period until a crack generates and the repair for the crack is required is prolonged. SOLUTION: Concrete is incorporated into the inside of the material 1 for preventing peeling, which has an oval-shaped space 3, and then the material 1 including the concrete is integrated with concrete, thereby the material for reinforcing the tensile strength is obtained. A high strength base material 2 not being deformed by kneading or compacting when it is executed is used.
