PROBLEM TO BE SOLVED: To provide a piezoelectric element capable of realizing high reliability of preventing a short circuit even under high-humidity, and capable of being made small size, low cost and heat dissipating characteristics, and to provide an injector using the same. SOLUTION: The element has a ceramic laminate 10, formed by laminating ceramic layers consisting of alternating piezoelectric ceramics 11 and internal electrodes 21, 22, at least one layer of an organic insulating layer 41 which is made of an organic material and is provided on at least one part of the surface of the laminate 10, and at least one layer of an inorganic insulating layer 42 which is made of inorganic materials and is provided on the upper layer of the layer 41.
