A driving-side rotator (35) of a clutch (20) has a connecting hole (35e), within which a connecting portion (6a) of a rotatable shaft (6) is loosely fitted while providing a space (S) between the connecting hole (35e) and the connection portion (6a). The connecting hole (35e) of the driving-side rotator (35) is engageable with the connecting portion (6a) of the rotatable shaft (6) in a rotational direction to integrally rotate with connecting portion (6a) of the rotatable shaft (6). Two positioning holes (9d) are provided in a brush holder (9), and two positioning projections (21n) are provided in a gear housing (21) to allow direct positioning of the brush holder (9) and the gear housing (21) relative to each other.
