PROBLEM TO BE SOLVED: To prevent a lower tooth from being deflected and unlocked upon the application of a great force which folds a seatback forward. SOLUTION: A first supporting part 12b which protrudes from a cam 12 is formed to support a tip 10c of a lower tooth 10 to prevent the tip 10c from being deflected downward about a point P. The lower tooth 10 is formed with a stepped part 10b and a baseplate is embossed to form a second supporting part 1a which has a slight clearance between itself and the tip 10c.
