PROBLEM TO BE SOLVED: To provide a makeup product recommending tool allowing a staff of a cosmetic company to know the optimal color combination at sight without memorizing the congeniality between colors, and a method of recommending makeup products to consumers by using the tool. SOLUTION: The tool is used for recommending makeup products to consumers. On the tool, color samples 2-5 with different color phases of plural makeup products are arranged in rows and located at positions corresponding to their respective color phase along straight-lined color phase axes of coordinates set in such a way that one end is blue and the other end is green and samples with a stronger red tinge are located on the blue side while those with a stronger yellow tinge are located on the green side.
