PROBLEM TO BE SOLVED: To solve the problems that in a conventional method, a porous concrete having a rough surface is used, but a long period for the growth of seaweeds, and supports are used to increase the strength and durability, which has low productivity and a high cost. SOLUTION: Adequate amounts of cement paste, a steel fiber and a fossil shell are mixed with a coarse aggregate usable in the concrete. The mixture is formed into the porous concrete bock including 7-20% porosity of the open or closed void structure.
