PROBLEM TO BE SOLVED: To provide an environment-friendly packaging material which is excellent in gas-barrier properties and flexibility and does not cause environmental pollution. SOLUTION: At least an inorganic oxide vapor deposition layer, a gas-barrier thin film layer, and a water base ink layer are laminated in turn at least on one side of a biodegradable resin layer having biodegradability equivalent or superior to paper which is to be a base material. A thin film of a biodegradable resin can be formed on the ink layer in order to protect the water base ink.
