Use is made of vertical cylindrical reservoir with flat upper cover and conical lower cover with cylindrical housing of emulsion introducing unit located axisymmetrically in center of said reservoir; secured to side wall of emulsion introducing unit is solid vertical partition twisted in form of Archimedean spiral whose upper and lower edges are connected with upper and lower covers.
