PURPOSE: A device and method for measuring RCF is provided to easily measure RCF at a low cost, while achieving improved matching performance between the motor vehicle and tire. CONSTITUTION: A bearing(8) and a force sensor(9) are embedded within the upper periphery of a tire support shaft(10), and a tire(7) is connected to the lower portion of the tire support shaft which is bent at a right angle, and rotated by a drum(6). A method for measuring residual cornering force of tire, is characterized in that lateral forces generated at both sides of the tire are measured through the force sensor embedded in the tire support shaft, when the tire is rotated at the plane of the drum and the tire is in a parallel state while the slip angle is changing into the point where the aligning torque is zero.
