PURPOSE: An apparatus for treating defected parts of a strip and picking a sample in hot coil recoil line is provided to improve facility operating ratio, secure process continuity and prevent safety accidents by exchanging a scrap box without stopping operation of the recoil line and continuously picking up the sample. CONSTITUTION: In an apparatus for discharging scraps into a scrap box by cutting defected parts using upper and lower knives, the apparatus for treating defected parts of a strip and picking a sample in hot coil recoil line comprises a treating roll(2) which is arranged at the exit side of the upper and lower knives and rotationally driven in a direction by a roll motor(4); a scrap chute(3) for slantly guiding scraps discharged through the treating roll(2); a main frame(10) consisting of a horizontal plate(11) which is moved back and forth by first cylinder(12) to discharge scraps dropped through the scrap chute(3) to the lower side, and a vertical plate(13) which is ascended or descended by second cylinders(14) so that the lower end of the vertical plate(13) contacts on the upper surface of the horizontal plate(11), or the vertical plate(13) is spaced apart from the horizontal plate(11); a moving truck(20) on which the scrap box(21) is put, and which is movably assembled on traveling rails so that the moving truck(20) is arranged underneath the main frame(10); a truck motor(25) generating driving force which is capable of varying position of the moving truck(20); and a controller for controlling operation of the first and second cylinders(12,14) and the truck motor(25).
