PROBLEM TO BE SOLVED: To provide an image processor capable of continuously executing scanning line conversion without generating the sharp deterioration of image quality. SOLUTION: At the time of acquiring a second image signal in a second scanning system (successive scanning system) from an encoded signal obtained by encoding (MPEG2) a first image signal in a first scanning system (interlace scanning system) by encoding for movement compensation prediction, an area dividing means 106 area-divides an image constituted of the first image signal based on a moving vector. Conversion means 111 and 112 execute scanning system conversion processing by a method based on a processing load to the divided areas of the area dividing means 106.
