PROBLEM TO BE SOLVED: To provide a cooker and a top plate for the cooker with excellent antifouling property. SOLUTION: After adjusting pH of a water emulsion containing silicate and a fluorocarbon silane hydrolysate produced under the presence of a surfactant, the water emulsion is applied to crystallized glass serving as a base material, and dried to form a heat-resistant water-repellent coating layer on the surface. The heat resistance and antifouling property of the top plate 2 are thereby excellent.
