PROBLEM TO BE SOLVED: To provide a system capable of processing a bill reception and payment processing, storing bills and processing the bill receptor in a short time independly of the reception capacity of bill storage parts 46a to 46c by denominations even when the number of received bills is large. SOLUTION: Bills sent in from a received bill taking-in conveyance part 42 are received by the storage parts 46a to 46c by denominations and the received bills are paid. Bills which are not received by the storage parts 46a to 46c are temporarily stored in a received bill temporary holding part 18. The bills temporarily stored in the temporary holding part 18 are received by and stored in a received bill storage unit 24. When the reception and payment processing is performed, the sending-in destination of a received bill is switched selectively between the storage parts 46a to 46c and the temporary holding part 18 according to a processing speed which is the number of bills processed per unit time. Even if the processing speed is made fast when many bills are received, the reception and payment processing can be performed irrelevantly to the reception capacity of the storage parts 46a to 46c and is completed in a short time.
