PROBLEM TO BE SOLVED: To effectively utilize radio resources by deciding on a calling procedure to mobile terminal equipment, in response to the properties of a calling request. SOLUTION: An apparatus (11) for calling the mobile terminal equipment calls the mobile terminal equipment (13), existing in a location area (12) having a cell group (300 to 318) formed by a plurality of radio base stations (200 to 218). The apparatus (11) comprises a discriminating means (21) for discriminating the properties of a calling request, when there is a calling request for the equipment (13), and a sequence-deciding means (23) for deciding the sequence of calling for the each area or the area having a plurality of calls in the location area, in response to the properties of the discriminated calling request.
