An apparatus for producing orthohydrogen and/or parahydrogen by electrolysis. The apparatus comprises a container holding water and at least one pair of closely-spaced (5mm or less) electrodes arranged within the container and submerged in the water. A power supply provides a pulsed electrical signal, having a frequency between 10 and 250kHz, to one of the electrodes. This produces a large amount of hydrogen and oxygen within a relatively small amount of time, with a modest amount of input power, without generating heat.
