PROBLEM TO BE SOLVED: To eliminate the problems generated during voltage conversion at conversion to voltage next to a first reference voltage for outputting, when voltage is supplied from either a first power system where the voltage fluctuates around the first reference voltage or a second power system where voltage fluctuates around a second reference voltage, and when the voltage is supplied from the second power system. SOLUTION: This device has an input means 13, where voltage is supplied from either the first power system with the voltage fluctuating around the first reference voltage or the second power system with voltage fluctuating around the second reference voltage, voltage-converting means 14, 15 for performing conversion to voltage next to the first reference voltage, when voltage is supplied from the second power system for outputting, and a control means 11 for controlling the voltage for starting the voltage conversion with the voltage converting means, so as to exclude the range in which the voltage from the first power system fluctuates.
