PURPOSE: A method for manufacturing hot rolled steel sheets with porcelain enamel coat thereon is provided, which can improve fish scale resistance by precipitating a large quantity of precipitates with high hydrogen absorption capability on heated steel sheets. CONSTITUTION: The method includes the steps of hot rolling a steel slab comprising 0.01 wt.% or less of C, Si 0.02 to 0.1 wt.%, 4.0x£C|+3.4x£N|+1.5x£S|wt.%<=Ti<= 0.1 wt.%, 0.1 wt.% or less of one element selected from Zr and Nb, a balance of Fe and incidental impurities at 750 to 900°C; coiling the hot rolled steel sheet at 600 to 720°C.
