PROBLEM TO BE SOLVED: To provide an information transmission system and its method of allocating an IP address to a user in connection to the Internet during PPP connection and the like and specifying a person on the basis of the IP address for transmitting information. SOLUTION: This information transmission system is provided with a means receiving a connection request from a user side system, a means receiving identity identification information from the user side system for identifying identity of a user, a means allocating the IP address to the user side system according to a connection request, a means updating information about an attribute of the user matching the IP address by request for connection or an Internet service from the user side system, a means transmitting contents information matching the information about the user attribute of the IP address in receipt of the Internet service request from the user side system.
