PROBLEM TO BE SOLVED: To provide a program developing device capable of verifying the operation, even when plural application programs are operated in a connected state. SOLUTION: A process for operating an application part 21 integrated in information equipment, and a process for operating an emulator part 22 for emulating the application part 21 so as to operate the same under an environment of the program developing device are generated. A memory control part 24 controls the memory, so that memory access by the application part 21 received via a communication control part 23 is the access to a shared memory. Thus plural application programs included in the application part 21 able to access the shared memory, and the application programs can be operated in a connected state.
