PROBLEM TO BE SOLVED: To provide a mobile communication network system which can bestow favor on the user of a mobile device by efficiently utilizing the resource of the system by leveling traffics in the system, and to provide a method and system for charging mobile devices applied to the system and a movement device. SOLUTION: The mobile communication network system, which controls the communication between the mobile device and other communication terminals is provided with a communicating state monitoring means, which generates information on communicating states by measuring communication traffics in the system, and a communication state notifying means which notifies the mobile device of the information on communicating states generated by means of the monitoring means.
