PROBLEM TO BE SOLVED: To clarify inputted voice by appropriately processing various kinds of noise that occur in a moving body. SOLUTION: This noise reducing device is provided with a factor information detecting part 28, and noise data of noise that occurs in a vehicle are stored in a storing part 2 while made to correspond to factor information detected by the factor information detecting part 28. An update selecting part 29 selects noise data corresponding to the detected factor information, and a noise calculating part 30 calculates an estimated noise spectrum on the basis of the selected noise data. An operating part 32 reduces noise by using the estimated noise spectrum. A noise estimating part 38 estimates inputted noise data from a sound signal. An update deciding part 33 decides whether or not the inputted noise data are similar to the estimated noise data, eliminates noise by using an input noise spectrum when they are not similar, and also updates the noise data in the storing part 2.
