PROBLEM TO BE SOLVED: To remove motion blur. SOLUTION: A flat part extracting part 801 detects an uniform part constituted of pixel data in a foreground area, that is, pixel data whose values are almost equal to those of adjacent pixel data based on area information and a foreground component image. A movement blur removing part 803 removes motion blur generated in the foreground area based on the detected uniform part.
